Bodoland People’s Front leader Hagrama Mohilary

Bodoland Territorial Council (BTC) chief and president of Bodoland People’s Front (BPF) Hagrama Mohilary on April 9 said that the BTC will always remain within Assam.

“The BTC is within the state of Assam, an integral part of Assam and shall always remain within Assam. The overall development of the state will be complete only if the pace of the development activities in the four districts of the BTAD, Karbi Anglong and Dima Hasao district can be expedited along with other districts of Assam,” Mohilary said while addressing a gathering of party workers at Khairabari in Udalguri district on April 9.

The BTC chief made it clear that the functioning of the administration and governance in the BTC is based on the rules and acts enacted by the Indian government and the Assam government. He said that the BTC has no authority to enact new land policy and as per the existing rules and regulations, the BTC has been functioning with the 40 transferred departments.

Reiterating the commitment of the BTC government, the BTC chief further said that as per the discussion with Axom Xahitya Xabha, the BTC has already decided to establish four Language Research Center in four districts of the BTAD.

Similarly as per the request of the ULFA general secretary Anup Chetia, the BTC has also decided to sanction Rs 1 lakh each to the next of kin of the ‘martyrs’ of ULFA living in the areas of the BTAD.

Considering the need for offering the scope for representation in the Council Legislative Assembly from the non-Bodo community living in the BTAD, the BTC authority as per discussion with the leaders of AASU has taken up the initiative for creation of more Council Legislative Assembly Constituencies and it is expected that an additional seat of 40 could be created.

Regarding the problems related to land revenue matters of the BTC being faced by the people living in the BTAD areas, the BTC chief said that he has decided to organize meetings at every revenue circles of the BTAD inviting all organizations and leading citizens where he would personally interact with the citizens.

Taking part in the open session, Rajya Sabha MP Biswajit Daimary made it clear that Assamese language shall always be given due respect and honour in the BTC and termed the Assamese language as the ‘Lingua Franca’ not only of Assam but also of entire Northeast region. He added that without Assamese language, no tribes or ethnic groups living the BTAD would be able to communicate among themselves.
