The long-standing demand for implementation of 7th UGC Pay to the college teachers of Manipur has come to an end after the state government issued an order for the implementation of UGC 7th Pay in the state on July 3.

Education minister S Rajen Singh handed over the government order for the implementation of UGC 7th Pay in the state to the representatives of All Manipur College Teachers’ Association (AMCTA) at the state secretariat on July 3. Rajen Singh said that the MOU was signed between the representatives of AMCTA, Federation of Government College Teachers’ Associations (FEGOCTA).

The education minister appealed to the agitating college teachers to return to their normal duty as the matter has been settled and their demands have been met. “Normal online classes should be resumed now in the larger interest of the students,” Singh said.

He said that the date of implementation of the revised pay shall be notionally with effect from January 1, 2016, with actual cash payment from July 1, 2021. There will be no payment of arrears for the period from January 1, 2016 to March 31, 2019. Arrears for the period of April 1, 2019 to June 30, 2021 shall be deposited into the respective GPF accounts of the employees which cannot be withdrawn for the period of 3 years or till retirement, whichever is earlier.

The Manipur minister further explained that for those teachers covered under New Pension Scheme, areas shall be released in 3 equal instalments, first in July, 2021, second in July, 2022 and third in July, 2023. Arrears for expired/retired teachers shall be paid as one-time settlement, the order said.
