A day after security forces killed 14 civilians in Mon district of Nagaland, the Konyak Union, a body representing the Konyak Naga tribe, has sent a five-point memorandum of demands to the government on December 6.

The powerful union called for time-bound action against responsible defence personnel and demanded the withdrawal of the special powers given to the security forces under Armed Forces Special Powers Act (AFSPA) in the state.

“In what can be termed as the worst premeditated carnage of the modern times and in the history of the Konyak tribe, a massacre incident happened at Oting Village on December 4 which subsequently continued on December 5 at Mon Town whereby one innocent person was martyred during agitation. The so called ‘Friends of the Hills People’ committed the worst crime of modern times which cannot be justified in any way,” a statement from the union said.

“A group of 14 poor, innocent civilians lost their precious lives at the hands of the Indian military forces. The deceased were purely villagers with no connection to any elements that may cause the slightest concern to the paramilitary forces or to the national security of India in any respect,” the statement further said.

Terming the entire incident as intelligence failure, the Konyak tribe union demanded independent inquiry under competent investigating agency with two members from the Naga civil society inducted in the special investigating team. The union also called for execution of law through judicial system to identify all military forces involved in the incident and book and punish under applicable civil court. The union demanded action against the erring official/s within 30 days.

Further, the union demanded 27 Assam Rifles to vacate Mon district for “failing to provide security to its citizens.”

Further, the tribe union also called for repealing of the contentious AFSPA from the entire Northeast region.

The Konyak Union declared December 4-5 as black days and said that they will not cooperate with the security forces. It further said that there will be a seven-day public mourning and during the time, security forces will not be allowed to enter their area.
