Opposition members in Manipur raised the issue of lack of proper education infrastructure, public distribution system at the state assembly on August 3.
Chief minister N Biren Singh said there are 2,743 revenue villages in the state and 55 new applications seeking for village recognition were received.
He said that land, number of households, approval from forest department and district council recommendation (hill areas) are the criteria for recognition of a revenue village.
Social welfare minister Heikham Dingo replying to a question raised by Kh Joykisan Singh said there are 11,510 Anganwadi centres in Manipur out of which 9,958 are main AWC and 1552 mini AWC.
The minister further mentioned the following criteria of establishing Anganwadi centres – 1 (one) Anganwadi centre for urban/rural on 400-800 population, mini Anganwadi centre on 150-400 population and for tribal/hilly/difficult area, one Anganwadi centre on 300-800 population while for mini Anganwadi centre on 150-300 population.
During Zero Hour, Th Lokeshwar Singh highlighted the woes faced by people dependent on life-saving antiretroviral therapy (ART) drugs.
CM Biren Singh also moved to defray Rs 2525.42 crore for education, Rs 167. 76 crore for consumer affairs, food and public distribution, Rs 138.89 crore for panchayat, Rs 939.35 crore for water resources department, Rs 92.45 crore for horticulture and soil conservation, Rs 29.17 crore for economics and statistics, Rs 5.49 crore for science and technology.
K Ranjit Singh, K Meghachandra Singh, Th Lokeshwar Singh and Surjakumar Okram moved policy cut on account of need of a policy to study Centre’s decision for inclusion of Hindi as a compulsory subject in the academic curriculum up to 10th standard, need to maintain teaching staff for primary schools and colleges, inability to make final seniority list of lecturers, non-transparency in the appointment of 206 lecturers, lack of preparedness to implement NEP at different levels.
Ranjit Singh moved policy cut for inability to distribute the local rice to the national security beneficiaries, inability to fix the prices of goods.
Th Lokeshwar Singh, moved policy cut for lack of proper policy to complete Dolaithabi dam, inability to make new work programmes for the year of 2021-22 and 2022-23, inability to preserve water bodies and natural canals for supply of water to agricultural lands.
Th Lokeshwar Singh, moved policy cut for lack of proper policy for distribution of seeds to farmers, lack of proper policy for giving loans to the farmers. The demands were passed by the House unanimously.
