Rahul Gandhi's Bharat Jodo Nyay Yatra at Senapati district of Manipur

The United Naga Council (UNC) submitted a memorandum to Rahul Gandhi, as the latter’s Bharat Jodo Nyay Yatra reached Senapati district headquarters in Manipur on January 15.

The memorandum was called: “An earnest appeal to voice the Indo-Naga political issue for an acceptable and honourable solution in the true spirit of Indo-Naga Framework Agreement of August 3, 2015, in New Delhi; and Urgent restoration of peace and normalcy in Manipur”.

The memorandum of the UNC said: “While welcoming your visit to Senapati district headquarters on Bharat Yodo Nyay Jatra, the United Naga Council (UNC), the apex organization of the Naga people in the present state of Manipur, encompassing more than 20 Naga tribes, takes this rare opportunity of placing our desired political aspiration for translation into political reality for the ends of lasting and durable peace in the region”.

The UNC representation also said that, the signing of the Framework Agreement is well past eight long years and “we are aware that it has run into a stalemate on the interpretation and accommodation of principle issues of flag and constitution which has been envisaged in the Framework Agreement but today, the fate of agreement hangs in balance as the commitment of the Government of India fluctuates wildly every now and then by refusing to acknowledge the core issues”.

The memorandum then alleged that, ‘buying time’ through talks for further balkanization of Naga areas has been formulated by the incumbent dispensation of the Indian government.

“In view of the above facts and circumstances, we earnestly appeal to voice the Indo-Naga political issue for an early solution, which is acceptable and honourable in the true spirit of Indo-Naga Framework Agreement of August 3, 2015”, it added.

Besides the Indo-Naga political issue, the UNC memorandum puts across the present “political dynamics” of Manipur that has led to the “total failure” of state machinery – unleashing “reign of terror” in the state coupled with “overshadowing the rule of law”.

“With humility, we therefore earnestly urge upon your good office to raise a voice of protest for fixing such a grievous situation with an iron hand in order to bring forth peace and restoration of normalcy in the turbulent state of Manipur,” the UNC memorandum urged Rahul Gandhi.
